EXECUTIVE SESSION TO DISCUSS ONE FINANCIAL, ONE PERSONNAL AND ONE LITIGATION MATTER.                            

Trustee McCarthy moved to go into Executive Session to discuss one financial, one personnel and one litigation matter.
Seconded by Trustee Catalano and adopted by a full vote in the affirmative.

Trustee McCarthy moved to end the Executive Session.
Seconded by Trustee Bestine and adopted by a full vote of all members present.

The meeting was called to order at 8:00 p.m. by Mayor Mang. The Mayor led the Pledge of Allegiance.


BOARD APPROVED THE APPOINTMENT OF STEVEN SALAY AS A PROVISIONAL LABORER FOR THE DEPARTMENT OF PUBLIC WORKS, EFFECTIVE SEPTEMBER 7, 2011.                            

Trustee Bestine moved to approve the appointment of Steven Salay of 103 North End Avenue, as a Provisional Laborer for the Department of Public Works at a pay rate of $13.64 per hour, effective September 7, 2011.  Mayor Mang congratulated Mr. Salay.
Seconded by Trustee Muscarella and adopted by a full vote in the affirmative.


BOARD APPROVED THE ISSUANCE OF A MASTER ELECTRICIANS LICENSE TO MICHAEL C. GULINO.                                

Trustee McCarthy moved to approve the issuance of a Master Electrician’s License to Michael C. Gulino of 109 Avondale Place, Buffalo, New York.
Seconded by Trustee Catalano and adopted by a full vote in the affirmative.


BOARD APPROVED AND GRANTED PERMISSION TO POLICE OFFICER TIMOTHY PHILLIPS TO ATTEND A SEMINAR IN SYRACUSE, NOVEMBER 14-15, 2011.                                            

Trustee Muscarella moved to approve and grant permission to Police Officer Timothy Phillips to attend a seminar entitled “Taser x26 Instructor Course”, November 14-15, 2011, in Syracuse, with expenses.
Seconded by Trustee Bestine and adopted by a full vote in the affirmative.


BOARD APPROVED AND GRANTED PERMISSION TO A POLICE LIEUTENANT, DETECTIVE AND FOUR POLICE OFFICERS TO ATTEND A SEMINAR.                                            

Trustee Catalano moved to approve and grant permission to for the following to attend a seminar entitled “Breath Analysis Recertification, in Erie County, with expenses:
October 3, 2011, Lieutenant David Stapleton and Police Officer Alan Fell
October 5, 2011, Police Officers Andrew Kiefer and Jeffrey Mang
October 10, 2011, Police Detective Paul O’Brien and Police Officer Michael Wells

Seconded by Trustee McCarthy and adopted by a full vote in the affirmative.


BOARD APPROVED AND GRANTED PERMISSION TO A POLICE DETECTIVE TO ATTEND A TRAINING SEMINAR.                            

Trustee Bestine moved to approve and grant permission to Police Detective Paul O’Brien to attend a training seminar entitled “Search Warrant”, September 7-8, 2011, in Erie County, with expenses.
Seconded by Trustee Muscarella and adopted by a full vote in the affirmative.


BOARD APPROVED AND GRANTED PERMISSION TO THE CLERK/TREASURER TO ATTEND A SEMINAR.                    

Trustee Bestine moved to approve and grant permission to Clerk/Treasurer Kathleen Johnson to attend two seminars entitled “Property Tax Cap Workshop”, on September 8-9, 2011, with expenses.
Seconded by Trustee McCarthy and adopted by a full vote in the affirmative.


BOARD APPROVED A REQUEST TO THE ALUMNI ASSOCIATION OF ST. JOSEPH’S COLLEGIATE INSTITUTE TO CONDUCT ITS ANNUAL “BOB IVORY” 5K RUN.                                        
    
Trustee McCarthy moved to approve the St. Joseph’s Collegiate Institute annual “Bob Ivory” 5K Run on Sunday, November 6, 2011, beginning at 9:00 a.m. at the request of Christopher J. Zanghi.
Seconded by Trustee Catalano and adopted by a full vote in the affirmative.


BOARD APPROVED AND GRANTED PERMISSION TO THE RESIDENTS OF ARGONNE DRIVE TO HOLD A HALLOWEEN BLOCK PARTY AT THE REQUEST OF ERIN LAUGHLIN.                                
    
Trustee McCarthy moved to approve and grant permission to the residents of Argonne Drive Between Colvin Boulevard and Irving, to hold a Halloween block party on Saturday October 29, 2011, at the request of Erin Laughlin.
Seconded by Trustee Catalano and adopted by a full vote in the affirmative.


BOARD APPROVED AND GRANTED PERMISSION FOR THE FIRE CHIEF, FIRST ASSISTANT FIRE CHIEF AND THE SECOND ASSISTANT FIRE CHIEF TO ATTEND A CONFERENCE AND SEMINAR IN CLEARWATER FLORIDA.
    
Trustee Catalano moved to approve and grant permission for Fire Chief Branden Kiefer, First Assistant Fire Chief Todd Bieron, and Second Assistant Fire Chief Shannon Whitney to attend a Fire Conference, November 10-13, 2011, in Clearwater Florida, with expenses.
Seconded by Trustee McCarthy and adopted by a full vote in the affirmative.
    

ABSTRACT OF AUDITED VOUCHERS.                        

Trustee McCarthy offered the following resolution and moved its adoption:

RESOLVED, that the Mayor be and he hereby is authorized to sign the Abstract of Audited Vouchers dated September 6, 2011, in the amount of $357,864.25; Community Development Fund $34,372.00; General Fund $264,320.79; Water Fund $49,865.19; Sewer Fund $9,306.27 and to direct the Treasurer to pay each of the listed claimants in the amount appearing opposite his/her name.
Seconded by Trustee Catalano and adopted by a full vote in the affirmative.

As no one wished to be heard, the meeting was adjourned.
